How to Qualify

Answer the following questions, and you will receive a personalized checklist of required
documents you need to submit in order to qualify for course scholarship funds through CREATE.


Are you employed full-time (in any instructional or non-instructional position) in a South Carolina public or charter school?

In what position are you currently employed?

» Special Ed Teacher (w/ restricted alternative certificate-RAC)
» Special Ed Teacher (no RAC, but you hold a valid SC teaching certificate)
» Special Ed Teacher (in the PACE program)
» Speech Language Therapist
» General Ed Teacher (you hold a valid SC teaching certificate)
» Teacher's Assistant (Special Ed or General Ed classroom)
» Other non-instructional staff (office assistants, cafeteria workers, etc.)

Do you hold a bachelor's degree?

Is your bachelor's degree in education?

Do you hold a valid SC teaching certificate in Special Education (any area), Speech Therapy, or General Education (any area)? Note: Those holding certificates in other non-instructional areas must answer, No.

Are you currently enrolled in a bachelor's degree program in Special Education at a South Carolina college?

In what college are you enrolled?

Have you completed at least 60 credits toward your bachelor's degree program in Special Education?

You do not qualify for CREATE, since the first requirement is that you must be employed full-time in a South Carolina public or charter school. Thank you for your interest in CREATE.

For Special Education teachers holding a RAC and who are currently employed full-time in a South Carolina public school, qualification requirements for CREATE include the following:

  1. Complete a CREATE application.
  2. Email/fax/mail a copy of the worksheet of needed courses for add-on certification issued to you by the SC Office of Educator Certification.

For Special Education teachers who do not hold a RAC and who are currently employed full-time in a South Carolina public school, qualification requirements for CREATE include the following:

  1. Complete a CREATE application.
  2. Email/fax/mail a copy of the worksheet of needed courses for add-on certification issued to you by the SC Office of Educator Certification.
  3. Email/fax/mail a copy of the Employment Agreement with required signatures.

For Special Education-Emotional Disabilities teachers enrolled in the State's PACE program and who are currently employed full-time in a South Carolina public school, qualification requirements for CREATE include the following:

  1. Complete a CREATE application.
  2. Email/fax/mail transcripts (unofficial will suffice) or grade reports of courses taken to date toward the three courses required by the PACE program:
    • Characteristics of Emotional Disabilities
    • Methods/Procedures for Emotional Disabilities
    • Behavior Management
  3. If you have not taken any of these three courses yet, then email a statement indicating that you have not taken any course work yet.
  4. If you have taken one or more courses other than the three listed in #2 above and which were pre-approved by the PACE Office, then email/fax/mail transcripts (unofficial will suffice) or grade reports of these courses.

For General Education teachers who are currently employed full-time in a South Carolina public school, qualification requirements for CREATE include the following:

  1. Complete a CREATE application.
  2. Email/fax/mail a copy of the worksheet of needed courses for add-on certification issued to you by the SC Office of Educator Certification.
  3. Email/fax/mail a copy of the Employment Agreement with required signatures.

For Teacher's Assistants or other non-instructional employees who hold a bachelor's degree (in a non-education field) and who are currently employed full-time in a South Carolina public school, qualification requirements for CREATE include the following:

  1. Complete a CREATE application.
  2. Apply and get admitted into one of the following programs at one of the participating colleges in CREATE (see Map of CREATE Centers):
    • Master of Arts in Teaching (MAT) degree program in Special Education
    • Bachelor's (BA or BS) degree program in Special Education
    • Non-degree/certification-only program in Special Education
  3. Email/fax/mail a copy of your acceptance letter.
  4. Email/fax/mail a copy of your program of study showing needed courses.
  5. Email/fax/mail a copy of the Employment Agreement with required signatures.

For Teacher's Assistants or other non-instructional employees who hold a bachelor's degree in education, hold a valid South Carolina teaching certificate, and who are currently employed full-time in a South Carolina public school, qualification requirements for CREATE include the following:

  2. Email/fax/mail a copy of the worksheet of needed courses for add-on certification issued to you by the SC Office of Educator Certification.
  3. Email/fax/mail a copy of the Employment Agreement with required signatures.

For Teacher's Assistants or other non-instructional employees who hold a bachelor's degree in education, but do not hold a valid South Carolina teaching certificate, and who are currently employed full-time in a South Carolina public school, qualification requirements for CREATE include the following:

  1. Complete a CREATE application.
  2. Apply and get admitted into one of the following programs at one of the participating colleges in CREATE (see Map of CREATE Centers):
    • Master of Arts in Teaching (MAT) degree program in Special Education
    • Bachelor's (BA or BS) degree program in Special Education
    • Non-degree/certification-only program in Special Education

In order to be eligible for CREATE, you must (a) be enrolled in a bachelor's degree program in special education at one of the participating colleges in CREATE (see Map of CREATE Centers), and (b) have completed at least 60 credits toward your degree program. Once you meet these two requirements, we invite you to make application to CREATE. Thank you for your interest, and we look forward to assisting you in the near future.

For Teacher's Assistants and other non-instructional employees who are enrolled in a bachelor's degree in Special Education and who are currently employed full-time in a South Carolina public school, qualification requirements for CREATE include the following:

  1. Complete a CREATE application.
  2. Email/fax/mail a copy of your letter of acceptance that indicates you are enrolled in a bachelor's degree program in Special Education.
  3. Email/fax/mail a copy of your program of study that shows that you have earned at least 60 credits and that shows remaining courses needed to complete your degree.
  4. Email/fax/mail an Employment Agreement with required signatures.

You do not qualify for CREATE at this time, since a minimum of 60 credits toward a bachelor's degree in Special Education is required. You are encouraged to continue working toward the 60 credit minimum. Once you reach this goal, we invite you to apply to CREATE. Thank you for your interest in CREATE.
